As we saw earlier, $0f7/2 \rightarrow 0f7/2$ carries almost no high energy strength meaning that the high energy strength is retained by the non-diagonals, while the low energy strength is almost completely contained in only $0f7/2 \rightarrow 0f7/2$ of the diagonals.
